I have an svg of a map of a country which I can supply. I need this embedded in a normal html file so a user can zoom in and out of it on a mobile device using touch gestures. I don't want pan and zoom functions, it should all be able to be moved and zoomed around by the users' hands. I also want to have circle markers on the map which can be added and moved with the code, but they stay the same size on zoom. For example, when the map is zoomed out the circles are 10px wide, and when they zoom in they stay at 10px. The markers also need to be able to show a line of text in a tooltip when the user taps on them. I'm happy we use a lightweight plugin such as D3 etc, but nothing too heavy or a change in technology like react/angular, and no flash please. I'll need to know how you plan to achieve this.

Hi there, I'm Matt S and can create your chart for you (23 years a webmaster, 5+ years scripting SVG animations/visualizations). Yes, the plan is to use D3.js (and only this library) with the following features: 1. Topographic/geographic features (if you don't supply the country map). 2. Enabling zooming and panning. 3. Adding your custom markers (data read from CSV or JSON file). 4. Customizing the size of the markers with code to stay the same on window resize event (D3.js library tracks current zoom level so it relatively easy to adapt size to keep the same ratio - or just increase/decrease in size based on that ratio). 5. Adding code to add popups for each marker. So everything is quite well known to do, looking forward to your reply. I can start on Thursday, Feb 8th. Best Regards, Matt

Hi David, I looked into your requirements and we can use a built-in behavior functions in D3.js library itself. 1) I have quite a bit of experience creating interactive maps with data points visualized on geographies. 2) Since the map has to be interactive as well as responsive, we will need to test for it on the server, to make sure the map is clickable and responsive to touch. 3) I am currently working on a zoom in and zoom out feature for maps, using SVG transforms and translates.
