Build a Website

I need someone to create a web based map that plots calls and possibly vehicle locations that are being feed from two JSON data feeds. I will provide the data feeds. The freelancer needs to be able to take the feeds and put them on a map such as Bing or Google so they can be plotted at the same time. The calls will need to be able to be touched on to bring up information such as address, call type, time, etc The map/script will need to be on an HTML page that can be loaded to a web server and accessible from any web browser.
