Working in this field from last 4 years. Specialist on CSS and HTML and Hope fully problem is with css media query only. so will fix it without any issue with in a day..

i can zoom out on my iphone so not sure what are you saying about in ios what browser and ios you are using ? Dont over pay for what you want. It will require 5 lines to complete what you want
