Web Developer to build simple house configurator

We have a small project to build a simple web front end with a backend back end for option management to allow the configuration and pricing of difference house plans. The front end should be accessible through a website URL and only needs to work on a desktop. The idea is that a sales person will be able to step through the different options which will tally up a total price. The price and customer details need to be combined into a PDF contract template with all the property information and that combined PDF needs to be emailed a specified email address once completed. The backend allows you to customise the options, labels and prices for each Plan type. The Login Section (as shown in the designs) is the first page you will see when you visit the URL. There will be 2 logins Admin – Which will access the backend. Sales Person – Which will access the front end. Only a single username and password needs to be created for each admin type however we should be able to update the password if necessary. Hopefully this should be really self explanatory if you look through the design files. The client does not have a large budget so we need to find the most cost effective way to deliver this solution. If you need to use a default framework (so template buttons or styles, layouts are fine if they roughly match the designs provided).
