Develop Additional Web Pages for a Site

We have been working with a developer that is a great coder but not a great designer and looking to change our Web Developer. This is a first test project and is completed successfully would lead to additional work.
Project Background
We will focus on creating a call-to-action for San Mateo County residents, to take a stand and adopt lifestyle practices that help save the Bay from pollution by participating in our FlowsToBay Challenge. The Challenge will call out that the solution to pollution starts with residents and there are actions residents can take at home and in their communities to reduce the amount of pollutants flowing directly to our Bay.
Each quarter a theme will be emphasized in the Challenge with corresponding tactics. This will provide opportunities for residents with various interests and keep the program fresh and engaging. Themes will be strategically chosen to satisfy permit requirements and may include: rain barrels, rain gardens, litter reduction/clean streets or natural pesticides. There will be three sections of focus for our quarterly themes: tools for residents, publicity and partners.
Task
On January 1, 2018 we will be changing the themes of the Challenge, so much of the web page’s content will be changing. In order to make these changes we will need a test site set up where we can prepare and view the edited Challenge home page and Challenge tools page.

The Challenge home page: Copy will be provided with a diagram showing where the wording belongs. Two logos will also be replaced, on the home page.
The Challenge tools page will require new videos and resources, replacing the old videos and resources. A list of the videos and resources, along with a diagram showing where each belong on the page will also be provided.
There will also be a third page that we will need to be created. This page will host information about coupon offerings and will have minimal content. Copy and logos will be provided.
Deliverables:
First draft of 3 test sites with updated content
One round of revisions
Finalize test sites
Replace live pages with test site components
Deadlines:
SGA to deliver all materials and have kickoff meeting 12/18
First draft of test sites 12/20
Feedback provided 12/21
Edits made and finalized 12/22
