Create an animated video Storyboard

I and my team are working on a project. The gist of the project is that we want to plant LEDs across various traffic points which gives vital information regarding the ETAs to major destinations, traffic related incidents etc. This information would be used by the public to plan their travel better and avoid busier routes. We are planning to implement this project in India. We would need some one who can create a very nice video storyboard to showcase our ideas. He or she should be able to project our ideas with graphical examples in the video. I will explain in detail about the project and our ideas once I hire.
