Build complete online CMS for personalised waiting room TV channel

Hello,

what i want to build up is a well designed online cms for a personalised waiting room TV channel, with which doctors can manage there waiting room tv programsimply by drag and drop. The content will contain different elements like weather, news, medical videos and the possibility for personal messages. I will need a backend, where i can insert all the videos that should be displayed, where the weather data and the latest news is catched, where the videos get inserted, doctors can choose afterwards, and so on...

All details will be communicated in our cooperation. You need to be able to make a concept, the programming for back- and frontend, designing so i can use the system here in Germany.

At the moment i am not sure what is the best system for this idea. Perhaps we can use google chrome or any other system.

In the end the doctor should be able to choose the content that should be shown on his waiting room Tv. This should be possible over our website where he can login with his account and choose the content he needs. So it needs to be a simply drag & drop element system.
