Board Game Terrain creation (creating the game board)

I'm creating a board game that will be made up of a 18x18 grid. Each space on the grid is a 1.5 inch by 1.5 inch box.
The grid is broken into 36 pieces that can be adjusted, switched, etc. There is a back side to 16 of these pieces (so images on front and back). Each individual piece will need to match the other pieces with continuity (example: river has to end before the edge of a piece) In total, you'll need to design 144 1.5"x1.5" boxes (formatted into board game pieces).
You'll also need to design the default background of the 20 pieces which don't have a custom back side.
What I'm needing is for someone to illustrate the pieces with my direction. I'll get you the shape of the pieces and what terrain should be on each box of each piece. Terrain types include the town (which encircles the map), forest, grasslands, water (lakes and rivers) and lava.
We'll need to give a bleed area to the edges of each piece so when it is cut out there is a margin for error. Additionally, each box within a piece needs to have a slight black outline around it so that you know it's a space.

I want it to look realistic, not animated/cartoony/unrealistic.
