Adding ID/PASSPORT field to Joomla Form

I would like to add the field ID/PASSPORT to the normal Joomla registration form and also when a user clicks "Create Account". The website checks if the ID/PASSPORT is in the database; if it is it registers the user; if not found it does not register and tells the client to contact the organisation. The ID/PASSPORT is already in the database.
