Building a Trucking coordination platform (MVP)

We are building a fleet management and Truck Owner/Cargo Owner(shipper) coordination platform in an emerging country. Shippers will use a web app or call us to get a quote. Then our Admins will use their dashboard to generate quotes. If the shipper accepts the quote, it will lead to a work/job order.
Admin then sends invitation/job offers to our transporters to carry out the job. Transporters can use their Transporter App or web dashboard to see offers and Accept/Reject or Counter Offer. Admin will award the job to one of the transporters. Transporter - either using an app or web dashboard - assigns/dispatches Driver to carry out the actual work. Once the work is completed the driver uploads documents using the Driver app. Shipper then confirms to us job is completed. Then we will pay transporters (off the platform. We won't handle digital payment processing at the moment). We will also send the Shipper invoice to pay us.
The fleet management aspect: We are mounting a GPS device to each truck and we have software to manage the GPS and Trucks that have API exposed. We will use this API to get truck/cargo whereabout to our system. (mobile location tracking using Driver app is also an option but cell reception is not reliable at the moment)
Technology:
Web front end/backend: C#, .NET Core 3.1 API, Angular
Mobile Apps: open to tech choice for the Apps.
Database: Currently SQL Server/, but open to MySQL and/or other NoSQL Databases
Deliverable: Admin, Shipper, Transporter dashboard, Transporter and Driver App.
