Data merged PDF library in Drupal (eg PDFlib)

We have a Drupal website currently under development. This project is to add to the drupal site a library where we can load PDF’s that the system will populate with user data from the drupal database. A similar example can be located at [login to view URL] however data to populate form fields will be drawn from the drupal database rather than from the user inputting the data. The site may use a tool like pdflib to complete the form fill function eg. [login to view URL] The site will need to be set up to allow non technical staff to regularly add new pdf’s with form fields to the library and for users to then download the pdf’s completed with their data. The data merge should allow images (eg. Logo’s and banners) to be merged into specified form fields. The final pdf’s delivered to the end user will need to be flattened and secured. The project will include a page for users to edit the merge data and for our staff to approve or refuse the edits (as the site is for members only we can’t let users add non member business names).
