Install certificate in OS X keychain

I need to develop an app written in objective c, delphi or C ++ Builder residing on an OS X machine that monitors a directory, configured through an XML, ini or other file and every 30/40 seconds (parameter to be configured in the same file) checks if it exists a certificate (.cer file) and installs it in the keychain. At each installation it deletes the one previously installed.
