Although I am a newbie in freelancer world, I have worked Delphi since 1997 with Delphi 3 until Delphi Rad Studio 10.2 now. This is an interesting project with Dropbox. I think it is possible with REST technologies. As a plus, I could model it before to start with Uml class diagrams in order to understand all requirements. There are of course requirements not iidentified in your short proposal. Which framework is the software supposed to use (VCL, FMX)?   If you wish I can send my resume.
