If the information is supplied in the CSV file (male or female, image file name or some unique identifier, disease), then I can easily create a small application or script that would read the contents of the CSV file and automatically create folders based on genre and disease and copy files to those specific folders. If this is the case, I can do this for you within a few hours from the moment you select my bid. I would require only the CSV file and some idea about how the images are stored on your computer (all in one folder, multiple folders, to determine how they're referenced in the CSV file) If the determination has to be done visually, one by one, then I'm afraid your budget doesn't allow for that and I wouldn't be able to help you out. If your CSV file contains all the details (gender, diagnosis, etc.) for each corresponding image, then it's no problem to write a few lines of code to determine in which folder to store the image. I got a good chuckle reading all the bids that think 10000 images can be sorted MANUALLY in 1 day.
