cakephp4 multilangual routes and links

I have basic cakephp4.2 project with Admin section or Admin prefix

I have implemented multi-language where it saves current language in session.

1- I wanted to make it URL based and do appropriate routing changes

As much I have done changes with routing it is working with non-admin prefix

But I am not able to make it working with admin-prefix

2- I used to use cakephp2.x before there $this->Html->link() was adding language parameter automatically as current language, but here in cake4 it is making href without language parameter in it.
