Image re-sizing functionality in gridview. C#, asp.net

I am looking for one web page which will be used for resizing, viewing and approving images.
This page should use gridview in which each row will be populated from dataset with image column with absolute url ("http://domainname/folder/[login to view URL]") from database. This feature would be used for resizing of Images with type jpeg,jpg, png. This grid will have two other image placeholder which will be blank initially. These two placeholder will be populated with thumbnail of resized images
Image should be resized in two sizes 75 X 100 and 199 X 223 but it should be changeable from code
Image quality matters so resizing should be done with best available method in .net
RESIZE
Resize functionality/button is needed in each record and when user presses resize button, blank placeholders will be populated with thumbnail of images created against two sizes mentioned above. Re-size will be done in two way scale up and down. if image is bigger size then it will be scaled down. if image is of smaller size then it will be scaled up.
VIEW IMAGE
This button/link is needed with both new thumbnail and on clicking this, image can be viewed with actual size in popup.
SUBMIT
When user think that resized images are really good and can be used then these will be save in
two folders with same name and absolute url for the will be saved in two coloum of table in sql database. success message will be displayed.
All above functionality should be done in manner that whole Page should not refresh. only respective row will be refreshed.
I had 7 years of experience in dotnet technology... I can interested to take this task and i can finish this task asap... Currently am in bangalore and am ready to start the work...
