OBJECTIVE: Create a new application
PROGRAMMING LANGUAGE TO USE: ASP, C++, Visual Basic

We require a software application to be made in either VB, VC++ or in asp.net, whichever the bidder finds best way to develop it and deliver the required things as mentioned here about the application:-
1)First of all we have a working application in vb.net , its working perfect with our [url removed, login to view] only problem of .net applications is that the clients have to download .net framework if its not installed on their machines, which is 22mb.
Due to this we want an application now which has no dependencies and will work on all Windows environment, including Vista and Windows 98 SE.
2)this application will have similar features as the existing one we have which is made in vb.net
3)The application will have a login/pass window and only one user should be allowed to login from one user id, no multiple logins allowed from same user id. The application will have the forgot password option also, the email will be send to the user if he forgets his password.
4)Once the user logs into the application, the user should receive pop-ups after logging into the application which user missed during the day.
5)After successfull logging into the application, if we send any pop-up from our end then the user should start receive message pop-ups on its screen with sound alert.
6) One thing we need to mention here, is that the format of the messages and the behaviour of the pop-up window alert can be seen by installing our working application in vb.net, we already have a mssql server with us, in which we send messages using an admin panel and those messages get relayed to clients in the form of pop-up windows alerts.
7) The pop-up which comes on the client machines, has to be always on TOP, so that if the client is running any full screen application like a stock market trading terminal, then our pop-up should come infront of it and all the opened windows should remain behind and until unless the client closes the pop-up window, it should remain always on top.
8) you need to give a seperate admin panel for us by which we can activate/deacitvate clients and they should receive emails for the same.
We should be able to see who is logged in and the expiry dates of all the clients.
9) the application will have a 1week free trial feature, once the client installs it on his pc, his 1week trial will start and after 7days, it should stop [url removed, login to view] the client uninstalls the application and installs again on the same pc, then still the application shouldnt work if his 1week free rial is over. until unless he/she pays for the service, and obviously we will activate the software from our end.
10) One thing i need to mention is that the same application if possible can be made to run as a web service or a web application in asp.net then also our purpose will solve.
If and only if its possible to display the pop-up windows alerts as always on top in asp.net, then we can go for asp.net as well.
We basically need a method to send the messages on the client's machine in such a way that the client doesnt misses them and he gets to see the popp-up alerts if possible with sound, and act accordingly in stock market.
If this is possible in asp.net, i mean by just loggin into the website and minimizing the explorer window, the client can get the same pop-up feature as in our vb.net application, then we like to go with asp.net
