ASP.net, MsSQL, web design project upgrade

Redesign / Re-arrange website 3. Help page: FAQ (database driven), Contact Us (just send email to admin) 5. Footer for website like other websites 7. New functions +Date input popup like ([login to view URL]) +Posting viewed: e.g. viewed (27) times by (20) users +Photo gallery, extension check. +More options for Search 8. Discussion Board e.g. ([login to view URL]) 9. Photos management from admin side. Delete offensive and expired projects photo 10. I believe website response time is slow. Mkae it more effecient and faster. There will be few more changes like show different fields or more or less fields, closed project cannot re-open etc. I mean some small changes to presenting the better way.
