client system using SQL server with API/XML posts

Overview.  Web based system driven by a Microsoft SQL Server database that accepts both XML web service requests and comma delimited files to update database tables and creates then issues XML web service requests to external host, based on selected criteria.  One database servicing multiple members each of which have multiple customers.  Each member and customer data is private to only that member.  Member logs into system and is presented with member screen where member can, through separate pages, (1) maintain member data; (2) maintain member billing data; (3) maintain customer data; (4) maintain campaign data; (5) maintain message data;  (6) through selection criteria member initiates outbound XML web service requests;  (7) member has ability to upload and download data from his account using either XML requests or comma delimited files;  (8) member has ability to view results from outbound XML web service requests.  System functions:  (1) administrative area;  (2) automatic scheduled search across member tables to construct and issue XML web service requests based on member data; (3) receive and execute XML web requests from; (a) members updating their data; (b) parse returning results to members on their outbound XML requests; (4) automatic scheduled export of recurring billing data. Most of the system, table, and field design is available.  Some (10% to 20%) design collaboration is required.  Programmer is responsible for 60% to 70% of the GUI web page design and overall web interface.  This give programmer flexibility to integrate past design work and be more efficient.
