A program I can run large excel files to identify certain values

I think this is pretty simple but I cannot figure it out. I want a program that I can run large excel files through. I want the program to compare a given cell (A1) to another cell in that same row (B1) and identify if all of the characters contained in A1 are also contained in B1. If all characters ARE in A1 are also contained in B1 then do nothing. If all characters in A1 are not contained in B1 the highlight the entire row red. I want the program to work its way through the file comparing A2 to B2, A3 to B3 and so forth. Then of course I would want to get an out file that has accurately identified (highlighted in red) every instance where all of the characters in the first cell and not contained in the cell it is being compared to. Below is a small example of what the out file would look like.
