Basic Media Player to play DVDs on Windows OS with Bookmarks to Skip Scenes

Please read the entire requirements before responding with a bid. Please see the attached Word document of requirements, as well as the Microsoft Access Prototype. In your response, please indicate which programming language you recommend using. It must be a language that is current and commonly used. Please explain your approach or solution for delivering this application - responses with a bid amount but no explanation will not be considered. Please ask questions or otherwise demonstrate that you understand the requirements and you have the knowledge and skills to provide a solution. My plan is to create a media player combined with a filtering tool that would allow parents to create filters to skip scary or inappropriate scenes so their children can watch the movies. For example, my 10 year old son wanted to watch the movie Transformers, which is rated PG-13. I viewed the movie and made a note to filter out 60 different parts of the movie (mostly bad words, but also some violence and other things that I did not think were appropriate for him to watch). Another example is the movie Bolt, about a dog and a girl. At the end of the movie, the girl gets caught in a building fire and Bolt tries to save her. The scene is very long and tense, and I have a child who is afraid of fire, so I would cut that scene down so that it was very short and not so tense. There is no software tool like the one I am describing that is available for the US market. I need a basic media player to be created to run on Microsoft Windows operating systems (Windows XP, Vista, Windows 7). The media player needs to be created from original code (or from code libraries that are free to use) so that the end product (the media player source code) is proprietary and not sharable with anyone else. Please consider licensing issues if using public code libraries. ## Deliverables Code must be well-documented for maintainability by others. Code documentation and maintainability will be as important as the features. Code will be reviewed by another vWorker before the project will be considered complete.
