Design me a Product Real-Time Pet Tracker

This project simply requires existing technologies to enable its user the ability to track a pet via GPS location real-time in the event the pet is lost or stolen. This device would use Mobile network for real-time monitoring. Map and location visible from within application and/or on google maps in real-time. Have a camera built in to take a picture and send this to the pet owner by way of email and/or SMS at the users discretion. Should be able to be connected to recharge with ease Should be able to be placed on an average dog collar This project requires hand over of all intellectual data including PCB design, layout and all information required for manufacture and assembly on mass scale if so required. Software used to manage this platform should be also created if at all possible else another party can be employed for this component. Software would be desirable on smart phone apps and PC OS systems. Mac would be good however not essential. Further details will be provided however this should give you a general idea. Final price can be agreed on after supply of the scope of this project however your ball park figure should be put forward along with your general proposed suggestions if any. Generic proposals will be eliminated without review or consideration. As this will in essence be a prototype we can arrange the manufacture and build of the product. We simply need the design of the PCB, components and 3D print data file to be the result of this Project.
