Create .dwt for existing site

I have a website which has grown quite large and I now need to cut down my grunt work and focus on content.

I need a .dwt created so when I modify it it will update all pages of the website. I have done my own research on doing this and it looks like I have to prepare EACH page on the website and THEN create the .dwt template. My site is 70 pages and I don't have the time. I am using FrontPage.

**Project is for the creation of the .dwt AND the updating of current website pages.

**I am unsure as to how this is to be done - please provide an explaination on how you plan to do it (general description is fine).

**Bid should be for whole project.
