Converting existing PG SQL database & redesign its current website interface

Step 1 - Existing Postgre SQL database created from open codes with web interface as a as a discussion forum for cca 3500 users, currently 1.6 GB in size. Badly written core, underutilized cache, needs to be either rewritten or migrated to a more common type like MySQL Step 2 - website redesign. Lacks important features for admin console, specifically: - Function to easily select delete older postings (in order to limit its ever-growing size) - Create more efficient discussion layout, currently only 8-10 messages fit on one page. Harmonica or stacked design? - Create a parallel duplicate English version so users can jump from one to the other (I will do the translation of all necessary themes myself) - Add more limiting option on what users can access. - Add payment option and link user access to payment status (the forum will be going from currently free to pay-for access). - Add automatic scanning for previously used IP addresses to eliminate multi-user registrations - Adda script to more easily uncover proxy servers (same purpose as above). Not sure what the budget should be for this amount of work, but I am open to bids. The project will proceed in stages. The forum is currently online, a parallel mirror will have to be created at another location or on the same servers where it's currently hosted.
