budgeted eye catching layout

Hello, As mentioned in the title this project is budgeted for me. Since I already familiar with the best designers here I'll choose the most talented with the bid I can afford this time. (tops $70). Here's what's needed: Simple,Genuine,Eye Catching layout, 2 anim. banners, several buttons (around 4 to 5)- with reasonable delivery time (e.g 5 days tops) . Thank's
