Data Pull from Website using input numbers

We need someone to write automation scripts to automate date scrapping from the following websites:

The input will be a list of numbers and output will be csv of data scrapped with desired format and download PDFs in desired folder (to be communicated before the project)
Platform: python/Perl/Scrapy
Turn around : 15-20 days
Anyone in Delhi/Noida (India) region will be preferred and can provide office space during project or hire on monthly retainer.
