Access Database - Appt, Email & Text Reminder

We are a Point of Sale company. We are looking for someone to create a small Access database, which we can import into our current POS application. Below is a scope of the project:
This database must be able to connect to a SQL database, without having to install ODBC on each system.
1.) Form, which will allow clients to enter New Customers
2.) Ability to enter appointment times, by Employee
3.) Ability to Print a Report, which shows all appointments for the day, time and employee.
4.) Ability to Edit/Change Appointments.
MOST IMPORTANT ASPECTS BELOW.
5.) When the appointment is created, an email and/or text message shall be sent to the person who has the appointment.
6.) A Reminder, Email and/or text message sent at a "GIVEN" time, which should be specified in a stand a lone table for any appointments.
7.) Ability for those who have appointments to reply back to Email and/or Text Message with CANCEL in subject. Somehow, either by clicking and UPDATE button within database, download any CANCELLATIONS and update the Appointment schedule automatically.
8.) Print a report, which shows who canceled and new available appointments.
9.) We intend to bill clients per text message sent/received. We would need to calculate these text messages and have them sent to our office at the end of each month via email automatically.
