Android App with a couple of features

Hello, I am looking for a basic Android app that works with 4.4.2+ that when installed:

1) Changes the device's current wallpaper to a default image I will provide.

The app should also add 2 other standard wallpapers to the user's device and 2 live wallpapers to the correct location(s) so the user can see and use them.

2) Adds a "Power Off" icon to the device's home screen.

3) Adds an icon to the home screen for the app, that when clicked opens up the app's settings.

App Settings/Features:

1) App's current settings are just to control a timer for the "Power Off" icon mentioned above, with options: Shut down in 1 second, 5s, 30s, 1 minute or 5m

I have more features to come, a lot more, so this should be a long-term project.
