Custom URL Protocol - Register for IE & Firefox plus detection script

I need program that has a button that will install and configure a Custom URL Protocol that works for the main browsers so when someone clicks on a link tix:ID it opens the program and passes the ID to the application. I then need to be given script that will detect if the user has the program installed on the machine so I only provide this custom URL to people with the application installed. This doesnt need to be a pretty application as I will be taking the code and putting it into the main application, but just need the code written in C# .net.
