Automated Page Re-Directing Software

Hello, I'm looking to build web-based software that evenly distributes traffic between up to four different pages. This is how the software will work: 1. the user inputs up to four different pages they want to distribute traffic between 2. the software spits out code that the user copies and pastes in the head of the page they want to re-direct traffic from 3. the code communicates with my website's database to determine which page to send each visitor to (remember, this software has to redirect traffic evenly) The coder is responsible for creating the setup forms and the software. I will be testing the software once complete to check for functionality. Please let me know if you need any further clarification on how the software is to work. One question: how fast is it possible to re-direct incoming traffic to the right page (5 seconds is too long)?
