Backlinks and article marketing for the new site

I have a fairly new site that sells remote pc repair and maintenance services. It also include blog, forum, FAQ, TOS, etc... all that is needed to look like a professional site that delivers honest and proffessional services!

I need to push it to the top of Google and other search engines by creating backlinks and driving traffic as much as possible from blogs, forums, social networks, etc....

Backlinks for major keywords must be from RELEVANT sites that have minimum PR1

It would be great if you could do article marketing as well by writing some technical articles regarding pc problems and post them on sites such as Azine Articles, etc...

When you bid please be detailed what you are going to do to push my site up in Google, what your plan will consist of and how are we going to measure what you did and whether your plan was successful or not, etc...

Links MUST not be placed on SPAM sites, only on sites that have high PR, relevant content and have traffic themselves.

In short, I am open for suggestions
