Build cloud-based IVR using China cloud IVR provider: cloopen.com

I have an existing IVR system that is hosted on my own servers in my office. I wish to take the functions that it now serves and move it to this cloud-based IVR system: cloopen.com. Plus, there will be some more functionalities that will be added to it. This cloud-IVR provider is a chinese company based in China and serving only China, it's website and documents are all in chinese-language ONLY so the right person for this job should know chinese. I do not have time and will not do translation. You must have skills in using API's to build and implement the system as this provider provides only the web API's for development. Experience in building and implementing IVR and communications systems is a plus.
