Change Ruby WebApp Landing Page

We have developed the Landing Page in html and we would like to hire a freelancer to change the current one for it. The webapp is written in Ruby and hosted in Heroku. The Freelancer will have to make sure the Sign-up/Signin and all of the current actions of the page keep working properly.
