Auto Web Tool

Looking for someone to help develop a website and associated back end program. The website will ask for some user information, and store it in some kind of DB. The DB and associated program will then perform some automated tasks including going to websites entering the user's information and doing some automated tasks. Ultimately the automated tasks will create a .jpg or webpage and that .jpg or webpage needs to be emailed back to the user. From talking to others this is probably done best in Java, or Pearl but would be open to any programing language which is easly scaleable.
