Develop a new design and customize functionality on Ilance PHP Framework

Hi,
We are interested to work with a serious company? preferably? with experience in the iLance framework for producing a new template for the iLance php framework. The goal of the project is to develop a freelance website for part time jobs (remote and non-remote: ie. Programming, Gardening, Babysitting etc ) for a small country of population about 1 million.
The design we are aiming for is clean, modern and minimal (ie [url removed, login to view]).
The flow of the site should be similar to [url removed, login to view]
The site will feature four packages to register as a Freelancer and four packages as a Buyer. (Site intro (free), Free, Silver(paid) and Gold(paid)) more details in the requirement document.
The back end administration should be flexible to allow modifications in these packages (ie enabling and disabling packages, for example the site will only feature the Site Intro package in the beginning until a significant amount of users are registered).
For soft and remote projects the site will feature a on site escrow payment system like RAC, which is already included in the ilance framework.
The notifications to Freelancers and Buyers will be sent via e-mail and sms for which we have a php class to be used.
Payements will be accepted via paypal and visa (for which we have two different php classes to be used)
The project needs to be completed asap and we need to have direct contact with the developers via skype or the VW site (not with a non technical project manager).
The winning bidder needs to start working on the project? immediately? and full time. We expect rapid and solid results which we will test per item as we progress.
