Create NuSOAP WSDL at LAMP Server with more.

I need a basic NuSOAP WSDL based WebService set up and configured done at my dedicated LAMP server. WSDL need connection to MySQL. I also need the PHP to generate the XML requests. What I need to do is to POST a photo from client end to server along with various information. The photo must not be stored in the SQL itself, though have path to photo stored in the SQL. Other than that, timestamp, unique key, user info, and some other simple fields. Client must also have ability to GET photo from server with the correct key, possibly as pre-authorized user id. Do not expect any flexibility at client end, though limitless flexibility at server end. Basically not a big project, but might be more to come later.
