Developer for wordpress - repost

I have a site that i would like to develop so clients can come onto the site create a user and password account then create there own wordpress theme sites and i can give them free hosting until they want to buy there sites similar to [login to view URL], They will not be able to download files until they have paid for it. I have 100 templates in .zip format that has to be installed on the site. The online shop that is there now will be moved to another page instead of home page , The new home page will consist of the new templates were my clients can get there templates and create accounts etc.
