Coding a Smiley Archives Wordpress Plugin

I need a person who can program a Wordpress Plugin. The Plugin should run at the Backend on Wordpress (Wordpress Dashboard). [3 Steps/Features] First Step Select a picture directory on the computer and upload Second Step Creating a page – Choose title, tags, publication date, template and category Third Step All pictures from the selected directory are loaded on the created page. However, the global image tag (, which is automatically used for every picture) should be still customizeable on the template. It should be able to assign therefore any time to the pictures a CSS class or a Javascript function (for example smiley code). [Ideas/Suggestions] How the plug-in is programmed, is the free decision of the developer. He has the freedom of coding. To be honest, I personally don't know if it has any sense to use „Shortcodes“.
