A website which will allow self destructing notes.

Hey, I want to build a website which will do the following: 1. have the ability to generate a note with no account needed which is encrypted and self destructs once a person reads it or after a specified period of time (like [login to view URL]) 2. have the ability to send a private encrypted self destructing note to a group of people somehow. You can set a limit on the number of people who can access your note. (this one not as important as number 1 and 3). 3. ability to create a user (with no personal information needed) which can then access a private wall (only accessible by verified users) of very strongly encrypted posts. Each user creation must be confirmed and verified by the admin who can then verify their account. No information is stored server side about the user (no ip, no mac address, no nothing--completely anonymous).
