design medical staffing website

A very creative and experienced developer is needed to redesign a medical staffing agency website and Company Logo. Our current website is a bit lacklustre and is in need of some creative touch. The new website must be very professional and attractive. I also want the website to have vibrant colours and plenty of white spaces. The company logo needs to be retouched and the colours brighten up. The website will have 6-7 web pages(Home, About Us, Clients, Candidates, Registration, Downloads and Contact Us). The candidates web page will have a hyperlink to a registration form which have the functionality for candidates to upload their CVs and enter other registration details and send an email with/without an attached CV to a designated email address on submission of the form. Registration details sent via email must be properly formatted. A candidate registration database is also required. On submission of registration forms , the candidate details will be saved to the database, in addition to the emails sent. A web page or interface will be required to query the information in the database. I would like meta-tags created to optimize the search engines. The website should be editable online so that I can edit the content myself or editable in Microsoft Expression Web. I require the logo source files sent in .ai and .png format on successful completion on the project. I will release all payment after I am 100% satisfied .
