community website

I have an online community website start up business to build. Due to budget restraints I am looking for a Joomla/PHP developer to source the server and components of a Joomla site so that it can be modified to suit the website. The Joomla needs to have open source extensions where possible to meet the grade I need. I also need a Joomla based designer to work with the developer - if you can do both then even better! The actual site is a an online community featuring: listings pages post/search/rate and review listings site search and databases a friends community upload/search video blog community and friends messaging. The site has a very small membership fee so it'll need some sort of payment method. Membership is specific, some sections may only be viewed by particular members, all members must be verified in a specific sector of the consumer market. The site is like an online bartering community, with some sections relying on a token type currency, earned by trading goods on the site. Once the site is up and running and earning, then I will be looking to build a custom site from scratch.
