build a mobile recharge site

We need a mobile recharge portal with some exclusive feature. not looking for a user only who knows about few coding or design. we need a fully expert proogrammar who knows about the design and script with database connection. for a sample website check [login to view URL] what are must be required!? website must had a user end and admin panel. User font should have the following function- 1. Unique design and 5-10 pages 2. User login system with their mobile number (email verification required while signup for an account) 3. Recharge form with different amount and form validation 4. Statistics of all recharge count and show exchange rate for dollar to local currency. 5. Express recharge system without login 6. Search order through an auto generate transaction number and check status 7. Payment gateway setup- skrill, paypal, payza (if possible credit card processing) 8. Example $0.25+4% service charge deducted system when order placing by customer. (display total amount before checkout) 9. Confirmation page for successful transaction and a invoice email to be sent user. 10. SEO URL for CMS pages and contact form. Admin panel 1. Last 5 order which is pending & completed in home page 2. Search order through transaction number 3. Mark order complete, pending, fraud, cancel (there pending is default) 4. Exchange rate editing option 5. User search and modify option through mobile number, email address or name. 6. Page editing, deleting option for CMS information. ex- terms, privacy policy, refund policy etc 7. Track user ip, country code or something like that for prevent fraud. 8. Sending message to all registered user via admin panel. This is basic and more function will be provided to selected bidder. to do this finish freelance must have qualified knowledge. if you cannot do everything i said do not bid.
