Design A website for mobile/DTH recharge

I need a website to be designed for mobile or DTH recharge. Domain, Hosting, Graphic Design, API, sample submit code, payment gateway, Logo will be provided separately. The outline of the work is briefly described here - User -- Home Page 2 Main Tab, Under Each Tab 3 Sub Tab and Login and Signup button at top Right Each Sub Tab Contain 2 Text Box , 1 DropDown with predefined value and 1 submit button On submit collect the values (Value 1 and Value 2) from 2 text box and dropdown,create unique order id and redirect to next page where product with predefined value will display with checkbox. If selected predefined value with add with value 2 and pass the collected parameter to payment gateway After getting success from Payment gateway collected parameters should be passed to a confirmation page. Response should be printed in the Confirmation Page and Confirmation mail should be sent to user with response and predefined content. User Should able to view recharge history. Admin should able to - 1. add,delete user, 2. view order (search using value1 and order id), 3. check status, genarate Report of a given time frame, check balance An example of similar site is - [login to view URL]
