Custom classified site

My budget for this project is $2500 20% loaded into escrow after project is awarded. I will release this after you have specked out the site and provide me with a plan to implement every feature that is needed and show me a mockup and detailed description of what will be done. I have tried to cover everything but as always there might be changes needed as the project progresses and you should build that into your bid. 20% into escrow released after you provide me with a mockup/plan to build the site is in place. After we agree on the mockup I will put: 50% into escrow and released once you have a working site on your server that operates 100% the Way I want. After this I will put: 30% will be put into escrow and you will install / setup the script on my server and after a I have tested it this will be released and you can provide me with all source files for the script witch I will own. I will list key features and graphical representations in the attached document, there are also links to example sites that are similar but I have not found a site that functions exactly the way I want this site to so there will be a lot of customizations needed. The admin area should be similar to ikiclassified with a few changes as the project develops or before we can go over some of those. I would prefer this site be totally custom built, if you plan on using a 3rd party script please mention this and I need to know what script it is. Bidder should be available on skype daily for project collaboration and insuring the site gets build the way I envision. I am looking for a programmer with attention to detail and willingness to be flexible in the design process to make adjustments and provide input to help this site function as good as possible.
