Create php page

For our existing job posting portal (similar to freelancer) I need a dynamic "post project" page just like the one from freelancer (http://www.freelancer.com/buyers/create.php). Requirements: Logged in users can post a project Not logged in users can choose whether they already have an account or not if they do not have an account, they can sign up if they do have an account they can enter their login details below this section there must be the form to create the new project. It is important that both is on the same page (just click on "post project" on freelancer.com while you are logged out in order to see what I mean). The Database on the system must then be updated regarding to the option the poster has chosen. if it is a new user the "user" database must be updated as well as the project database. The system is written with CodeIgniter so please only place a bid if you understand CI.
