This is a portal, for people from Lebanese origins, whereas a long list of free services is provided, for networking and entertainment as well as day to day life requirements. this portal will be well integrated with most of global social networks, it must be multilingual (at least 7 prime languages), languages and programs relate to parameters set in separate files or systems.
As you may find in the attached files, the whole portal basic idea works as follows (from end user perspective)
The portal visitor will need to register first to be able to view the contents (similar to FB visitors concept)
the subscribed user will access by default his geographical location (the country of residence as per registration info)
the user can at any moment jump to another country
at any time, some of the portal modules are same on global basis, meaning they are not specific by country.
Covered countries are 22 and other countries are 15 however, countries are set and created as per the portal admin module, whereas after finalizing a master portal functions and modules, it should be easy to recreate the same upon adding countries, and the parameters will determine, the country name, country info, languages, ...

while the whole could take some time, the first step would be enough to include the voting, petition and claim modules, and the rest will follow one by one.
