Betting Site - Create a webpage with proper CMS

I am starting a project regarding online Esports betting. I need you to develop a website that as usual contains an front end and a control panel. Front end should look like all other betting sites. With rooom for promos of course. Backend should make it easy to setup new matches, and clear out completed bets, and give winners and loosers their chips/money as deserved. I can currently not give a full requirement specification, but needs to know what ball-game we are talking.
