Airline quality management system database PHP, MySQL

We are small airline company from Europe and are looking for person to make database for our quality system needs. Experience with similar projects is needed preferably in aviation. The candidate needs to communicate fast with employer (E-mail, skype, etc.) Database needs to have a system to monitor irregularities reports assigned to different departments and noticing responsible managers via e-mail about new opened items that needs to be reviewed and corrective actions that should be made by responsible persons assigned from quality department. The database needs to track open items and to generate reports based on various criteria. The candidate should show previously finished similar projects.
