database program

I need a program that would make it easy for me to create listing from my database. for i.e. i have a database with 10,000 names and addresses. and i want to select about a 1000 names from the database and save it as an excell file. so i want that when i type the address number (not the street just the number part), then the zip code.. the program should display alll addresses that are in my database that match the address number and zip... then i'll just click on the one i'm looking for, that address should be selected to the new listing. the point is, i want that instead of typing the full name and address to create labels i should be able to select them quickly from my existing database. in instanses that the addres or name does not exist in my database i should be able to enter it and add it to the database thru that program. ** Please only serious bidders ** ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
