create program to use SIP Phone for outgoing calls like telemarketing

I want to create a program to use a SIP phone to make phone calls from the computer. - user will use a computer to make phone calls - Numbers will be stored in a DB on computer and user will press a button to dain that number - User should be able to press a button "Completed" "Call again" "No Answer" and update status for each number - Admin should be able import data to call from CSV format - Admin should be able to export data in CSV - when calling it should popup a screen "Calling Name Address, City, State Zip Phone, Location, Other Info - User should be able to hang up call - User should be able to add remarks to each number dialed This is basic what I think this project needs. Preferer project should be done as web-based, but if needed it can be done in delphi or C# .net
